Larnaca’s tallest buildings have moved a step closer to reality. Planning permission has been granted for two 20-storey towers in Livadia, forming the first phase of the Horizon Towers development.
The wider project is expected to cost an estimated €200 million and will include six towers with 528 homes. Plans also feature restaurants, shops, swimming pools, a gym, a spa and a padel court.
The Larnaca District Local Government Organisation (DLGO) has approved two buildings reaching 84 metres, as well as a separate six-storey building reaching 27 metres. DLGO president Angelos Hadjicharalambous told Phileleftheros that an application for a building permit has been submitted and is under examination.
The site lies near the former refinery, about 400 metres from the sea. It is within the central multi-use core of the Former Refineries Area Plan. Under a 2023 amendment, buildings at this location may reach up to 90 metres, Hadjicharalambous said.
First phase includes 99 apartments
SLK Developments Ltd, the company behind Horizon Towers, said work on the first phase, Horizon 1 and 2, has begun. The two towers are planned to contain 99 apartments, along with shops, a swimming pool, a playground and green spaces.
The company says 57 apartments have already been sold.
The second phase is expected to begin after 2030. It will add four more towers: three with 17 storeys and one with 16. Plans also include two additional swimming pools, an outdoor café and parking for 427 vehicles.
Development gathers pace in Livadia
Horizon Towers will be the first high-rise buildings in Livadia. Development in the area has increased since oil storage tanks were removed from the former refinery site.
The project adds to SLK’s planned investment in Larnaca, which the company puts at well over €250 million.
Other SLK projects in Larnaca
SLK’s first major project expected to be completed in the city is Lumina Mare, a 19-storey tower under construction near the port. The licensed mixed-use development will reach 65 metres and is expected to cost about €40 million.
According to the company, Lumina Mare will include 54 homes, indoor and outdoor gym facilities, and a rooftop pool and bar on the 19th floor. Restaurants, cafés and luxury shops are planned for the ground floor.
SLK has also bought the former Beau Rivage hotel site, a beachfront plot on the edge of Pyla. The company says it will announce its plans for the site later.
A previous proposal backed by US interests outlined a €120 million investment, including four- and five-star hotels, 88 apartments and ten villas. That project did not proceed.
